I use the dipper to move the powder from the container to the scale tray.

I power powder in a Pyrex measuring cup I keep on my bench. Then, I push the dipper down and away from me into the powder and lift it out. I gently shake it to get it level with the top of the dipper, and that also drops any powder on the handle off. Somewhere on Lee's website or in their material that I read, it had said this is how it should be done.

I haven't figured out why I should try them. I have a whole bunch of them, never used them.

Not sure if you mean technique or not. But I use the number 1 cc with ww296 for .410 loads. I pour the powder into a wide mouth glass dip in at an angle lift straight up a little shake then into the hull it goes.
The load is from 15.3 to 16.7. I've done it this way for so long I only weigh the first few from a new batch of powder.

I seldomly use the dippers, even if I own two complete sets plus the ones that came with the dies.

When developing a new load, they prove to be very reliable and faster than anything else. Throw ten charges, swap to next size, repeat five times... nothing is faster than the scoops. It even works on the range, where a "proper" measure can't be properly fixed.

Dipper are how I learned to reload under my dad's tutelage. Those dipper were cut down cases with coat hanger or copper wire handles soldered on. I've had 2 different sets of Lee dippers, one yellow and one red. There is a difference between them but I don't remember what it was.

The only significant advantage of the the homemade dippers over the Lee dipper is the handles. The wire handles don't collect powder on the top surface as do the Lee.

Years ago dipper reloading accounted for all my wild pig hunting in Hawaii. My experience is dipper reloading can produce excellent hunting loads out to 75 yards with the M1 Carbine and 44/40. I still have that 44/40 dipper somewhere on my bench. It was cut for a Unique powder load.

I have just a few years ago done some range reloading for the 44/40, Mosin and a 6.5 Arisaka. I used the method described by Richard Lee.
