WRA SPL TOOL was used in a powder actuated tool. Similar to the .22, .25 and .27 Hilti and Ramset tools used today. Many of the ones that I had were swelled really bad just above the base, so bad that after being run through a resizing die, it still would not chamber in my revolver. I only salvaged about a dozen of them. I did find one in the bucket that was unfired, it looks like a blank.
