The "compromise" of the "Trilogue" has been accepted in total, no change proposals have been discussed or voted on.
Short explanation on how laws are made in the EU:
We have a threefold division of power, the EU-Parliament, the EU-Council and the EU-Commission. The EU-Parliament is the only of these, that is elected by the people. The EU-Council comprises the ministers of the member states, and is somewhat second hand democratially legit. The EU-Commission is not elected by anyone. The EU-Commission is the only one of the three powers that is allowed to propose new laws. Council and Parliament then need to lecture and discuss these proposals and implement changes when necessary.
In reality, all three powers send representatives to an informal "Trilogue", where they usually agree on the proposal of the Commission, because the Commission will not accept changes, and threatens to revoke the proposal in total when not agreed upon unchanged, so Parliament and Council will have to justify before the people why they did not do anything at all.
Heavy and exhausting lobbying was done this time by the people and a newly formed "Firearms United" group to revoke the whole thing. Some of the worst parts actually could get changed, but it still is a huge mess, impractical, unrealistic, totally not necessary and a child of blind ideology without the slightest common sense.
The worst parts that we got out:
- total ban on guns that "look like military guns or share technical features of military guns"
- firearms licence limited to 5 years, with the same tests and documents for every extension than for application in the first place
- mandatory phsycological and medical tests for application or extension of licences
- member states can implement medical and psychologial tests
- magazine limit on 10 rounds on long guns, 20 rounds on short guns
- possession or buying of magazines above this limit is free as long as you don't have a gun it fits into
- possession or buying of magazines above this limit is a felony when you possess a gun it fits into
- using a magazine above this limit makes the gun a restricted "weapon of war"
- member states can give licences to sport shooters for possessing and using larger magazines (but most likely won't do)
- it is not clear what happens with blocked magazines, e.g. a 30 rd AR15 mag limited to 10 rounds for easier handling
- this is not limited to autoloaders, and makes the 1860 Henry rifle a restricted "weapon of war"
- muzzleloading guns which have been free will be registered and require a licence
- ... many more useless and senseless attacks on freedom and liberty
And we still got some more gun law changes in the pipeline, at least two on EU level and three in Germany.
